No vision, now revision without water
I am a profound development advocate in Ethiopia, even elswhere on the
Gblobe. The current development demonstrated in Ethiopia attributed to
workable strategies, policies, farmers' endeavor, private and public partnership
and commitment, and at large good precipitation among others.
Water is the linchpin in agriculture-based economic development and many
countries give considerable attention to the sector. In Africa, water
often thought as a sector that is at a stake because demand and suply
are not in equilibrium. In Ethiopia vis-a-vis other countries we have
a promising water resource potentials but not evenly distribute across
regions. Tigray is among the regions that suffer most inclusive of Somali,
some part of Oromia, and other pocket areas in some other regional states.
However, the attention given to Water sector in Tigray has been uncredited
ever. You may ask why? Let me state some of the highlights:
The sector in region has undergone restructuring seven times in 14 years
which is once every two years.
-Porjects were shut down without any reason, example, COSAERT, Raya valley,
Mereb Basin study (terminated), Wukro Basin (unfinished), the list goes.
As a result, the region has lost very many water engineers and other highly
qualified professionals. While the other regions who learned lessons from
Tigray still continue doing on water sector fruitfully.
-Water supply service office in urban centers have been run by unskilled
individuals who were hired in the early 1990s (after the downfall of Derg).
-There have been several studies carried out by different national international
consulting firms how to build capcaity in urban areas but none of them
were implemented.
***Now we are ready to celebrate the new Ethiopian millennium, accordingly
different committees are set up in Mekelle but neither water bureau nor
Mekelle water supply office are included in the committees. Why? The biased
approach of the regional officials on sector might lead us to a very unprecedented
disaster because of the attention given to water sector.
I am confident that you will have a means to address the concern I have
about water sector in the region.
