Dear Aiga,

For the last five or four years every federal of regional government unit down to the local level is trying what is called BPR (Business process Re-engineering). As far as I understand the BPR is a tool to cut unnecessary routines and it is an instrument to make your job better, efficient, as such it is not a job/end in itself. Never the less ever since this BPR entered into Ethiopia every pubic servant, Minister, Deputy etc seems to be obsessed with it and to be honest no body knows what actually is happening right now. People are assigned to do BPR?? on full time basis for the last four years and nothing changes, in fact the main job that they are supposed to do is either closed or near to it. I am just wondering how long this is going to continue? Is there any one who could say hey what is happening?
