The Fifth Regular Conference of Tigrai National Regional Government Parliament discussed on the ongoing economical and other sectors development for the past four years.
According to the chief administrator, to ensure peace, development, democracy and good governance, workshops were given on leadership and civil service reforms for top, middle and low level managers in the last six months and seminars to all civil servants.
Tsegay said to alleviate the limitation of good governance a system has been established at all levels.
He said to minimize shortage of skill man power 2,695 degree and 3,203 diploma holders are employed and 95% of these are assigned in woredas and kebeles empowering the grass root to manage and implement good governance to enhance the development.
The chief said also all woredas were equipped and have ICT enabling them to network of with all woredas. 315 computers and printers are distributed. In addition, to challenge the limitation of finance in implementation of regional bureaus, 61 computers and 14 printers, and 24 computers were distributed to woredas.
On the conference he said in the last six months in the educational sector enrollment of over and above age learners reduced by 21.29% and children with age 7 become dominant. It indicates a good success in the millennium development goals of 2008. On the other hand he said in high schools (9-10) rose by 42.2% and grew by 3.8% comparing with the previous years. He added that in TVT, though the task plan was to train 8,776 trainees, the actual became 7,166 trainees.
Concerning the health sector, Tsegay said the are 800 health institutions in Tigrai.600 of these are basic health services,160 clinics, 42 health centers,12 governmental and 2 private hospitals .He added that to prevent and control HIV/AIDS, 127 voluntary institutions are established and 11 hospitals are assigned for counseling and treatments and 124,000 volunteers were tested. To prevent malaria 509,300 bed nets have been distributed among 23 woredas.
Tsegay said the State harvested about 13.6 million quintal yields of produces though it was expecting to harvest 15 million quintal yields. Even so, it showed a growth of 18% or 2.1 million quintal comparing with the previous year. In general the increment of the agricultural production has grown year over year.
To tackle the limitation of technical and creative awareness 749 degree, 678 diploma holders and 1427 middle experts were employed in the last six months.
The chief said soil and water conservation is highly encouraged in the region and exposed areas have been covered by indigenous and other plants.
To promote small scale industries and investment, financial assistance were given. The investment in the region plays a significant role to alleviate unemployment. He said with a total of 943.2 million birr, 215 projects have gone operational and employs 5,875 permanent workers.
Tsegay said to improve the water supply in both rural and urban.120 experts are employed in woredas.
The council also discussed the rural landless youths. About 13,694 youths are landless and were encouraged to engage in mining sands and stones.
The parliament finalized the conference by hearing the report of the Supreme Court and approving different proclamations and declarations successfully.
